If this is already there I'm not seeing it. I think it would be beneficial to have a link under the "Xymon Project" menu that points to the stable "Changes" folder so folks can see without downloading the latest source what changes have been committed.

It already exists. Go to the Sourceforge code section, e.g. http://sourceforge.net/p/xymon/code/HEAD/tree/branches/4.3.17/
Click on the "History" link.
(For other verisons, you can follow the "Code" link on the Xymon project page at sf.net, then go down into the branches -> 4.3.x part of the tree).
