Is the server running a Xymon-supported agent? If so, the agent will signal the reboot to the Xymon server.
Otherwise you may have to resort to some sort of status polling that will capture the reboot. One possibility is to poll the SNMP agent on the server (if it has one) for sysUptime and create an alarm if the value is less than some threshold. There may be other ways.

The CPU column should warn you for an hour saying it was recently rebooted. Is your server updating the bb.html and bb2.html pages?
