For the data getting out of oracle, we wrote our own perl library to do fancy stuff. This is primarly for backup, but can also be used to query oracle.

It executes sqlplus as user oracle. Once you can execute sqlplus as a function, you can get any information you want in perl. You can also try to link perl to oracle, but that's not so easy.
