How did you setup you apache installation for Xymon? Sounds like you need to add authentication config for apache here.

Have a look in /usr/lib/hobbit/. Under there you will see server for the server files and client for the client files
This second point in particular makes me think Debian is doing something odd with packaging and file names etc. Any help is greatly appreciated.
