We have utf-8 umlauts in the titles of subpages. Some webbrowsers assume the page is in iso-8859-1 and display the umlauts incorrectly.

Adding the charset to the HTMLCONTENTTYPE doesn't help as that is only used by the CGI scripts, not the statically generated html pages.

Here is a patch that adds proper META headers to all html pages (static and dynamic). Please consider it for inclusion in SVN.
