TIME=W:0000:0659,W:1801:2359,06:0000:2359 is a time setting that we use to activate a rule M-F 12AM-6:59AM, M-F 6:01PM-11:59PM, and Sunday and Saturday all day.
Not sure about all versions but at least with v4.3.28, this rule can be written as:
HOST=%^PBX* SERVICE=conn TIME=*:0000:0458,*:0510:2359 MAIL xxxxx at gmail.com<mailto:xxxxx at gmail.com> REPEAT=30 RECOVERED
If the TIME setting was on the MAIL line, xymon would still record the outage but would not send out the email.

I recommend using the DOWNTIME parameter inn the hosts.cfg file. See https://www.xymon.com/help/manpages/man5/hosts.cfg.5.html
DOWNTIME=day:starttime:endtime[,day:starttime:endtime] DOWNTIME=columns:day:starttime:endtime:cause[,columns:day:starttime:endtime:cause]

Finishing my statement.
Using the DOWNTIME parameter in the hosts.cfg causes the downtime to be documented on the INFO page for the host and is leveraged by the SLA reporting. And most importantly for me, you don't get a red icon on the Xymon index page that could cause someone heartache.
