Thanks for the quick update. But, I was waiting for 2hrs still I couldnt get the file. I even restarted the xymon and apache server.
I'm still getting forbidden error. If I change the permissions of my xymon folder to 775 I can able to get the folder structure ... 😑

Check the permissions on the directory, that the xymon user can write to it. Check the xymongen log for trouble.

Did you install the necessary development packages; such as, rrdtool-devel? The fact that it is choking on the .h files would lead me to believe that they have not been installed.
