As someone else wrote: Check that your webserver handles it as a CGI.

However, bbmessage.cgi really just the recipient end of an HTTP "POST". It's not intended to run off a web form - you use it with the "bb" client tool:

bb http://www.foo.com/cgi-bin/bbmessage.cgi "status foo.test green"
