I have a copy at home. I have no problem making it available on The Shire but at that point it should be considered a fork. I need to go see what Henrik is doing with 4.3 to see how many of the Admin Tools are no longer relevant as well.

If someone still has the "Admin Tools" archive you can use that to modify the bb-hosts. There are a few people around here that modify bb-hosts via the web interface due to not having SSH access. This is the adminscripts_edit_files.sh script.

I love VIM myself, though I have to admit sometimes it's easier to use notepad.
If you're familiar with MS Edit then you should have no problems with nano or pico. I've been noticing these two are being phased out, but you should still be able to get one or the other.
Would it be nice if you could edit the configs via the web interface (a simple text editor)?
