On mine, it's seems to be located here
rpm -ql openssl-devel
/usr/include/openssl /usr/include/openssl/aes.h /usr/include/openssl/asn1.h /usr/include/openssl/asn1_mac.h .... /usr/lib/libcrypto.a /usr/lib/libcrypto.so /usr/lib/libssl.a /usr/lib/libssl.so /usr/lib/pkgconfig/libcrypto.pc /usr/lib/pkgconfig/libssl.pc /usr/lib/pkgconfig/openssl.pc
I tried with these line in Makefile file
OpenSSL settings SSLFLAGS = -DBBGEN_SSL SSLINCDIR = -I/usr/include/openssl SSLLIBS = -L/usr/lib -lssl -lcrypto RPATHVAL += /usr/lib
but it still doesn't work. Any idea of what's wrong is very welcomed.

On many systems openssl is installed in /usr/local/ssl/ {bin,lib,include}.
