In etc/tasks.cfg, you could add to the xymongen parameters, eg:
CMD xymongen $XYMONGENOPTS --report --nongreen-colors=red
This means that only red events would appear in the nongreen page. Check out the xymongen man page for further info.
As to creating a new "non-green" webpage, can't help you there - I don't know enough about xymon yet.
