Should be doable. I have servers that can be pinged by my proxy server but not my main server. So I have noconn in the primary's hosts.cfg, but not in the proxy's.
So put noconn in. Then write you script to do your arping and report it to the server with "Xymon <ip> "status conn ..."

Specifically, something like an Amazon Echo Dot, that's not pingable (but does respond to e.g. arping).
Right now, they're not on my miscellaneous devices page because they block pretty much all ports and don't respond to pings. Still, it does appear possible to detect if they're up, and if only for completeness, I'd like to...
