I set one up the same way you did, and I didn't get paged. I think maybe it has to be green first, then go to red to send a page.
Try this. Create a virtual IP (using ifconfig) corresponding to the IP you gave testserver03 in your bb-hosts file. Let the conn icon go green. Wait 3 or 4 minutes. Remove (or change) the virtual IP.
That's how I've been testing notification.

Here's the setup, trying to test Hobbit as a replacement for the main BB server. As a simple test, I have created a bb-hosts entry for a non-existing server with the following rule in the hobbit-alerts.cfg:
HOST=testserver03.domain.com SERVICE=conn MAIL rwaegner at questia.com REPEAT=10 RECOVERED
Thats it...The conn icon on the Hobbit status page is red, but I never receive a page to my email address.
Any idea?
Also, posted a question earlier about mail groupings, if I have more than one recipient, are the comma separated or does that require a new MAIL line per recipient?
I.E. will MAIL abc at domain.com def at domain.com ghi at domain.com REPEAT=10 RECOVERED work?
