Don't use SPACES, change by \s:
LOG /var/adm/messages %(?-i)NOTICE|WARNING|Error IGNORE="%setuid\sexecution\snot\sallowed" COLOR=yellow

Try moving your quote.
LOG /var/adm/messages %(?-i)NOTICE|WARNING|Error "IGNORE=%setuid execution not allowed" COLOR=yellow
