[Xymon] Xymon client with encryption + updated powershell client Windows

Hi,

I created a github repo with my drop-in replacement for the xymon binary on Unix (tested on AIX & Linux) that uses wget or curl for communication. This makes the data stream encrypted (https) and protected with username & password.

I also added a copy of the Windows client with some bugfixes and enhancement.
