[hobbit] Hobbit Semaphores and Shared Memory

It's telling me that I need to increase the number of semaphore sets and individual semaphores available on applications.

I'm running another application on the Solaris box besides Hobbit which is probably why there is not enough.

Hobbit uses 9 semaphore sets of 3 sem's each.
