Hmm. Can you enable --debug on the xymond_rrd executables (or send a -USR2) for both the --status and --data channels?
Or set up a channel listener and confirm the two hosts (or same host, with http vs https) are sending roughly equivalent data messages?
I rarely run PSclient myself, but I'll see if I can test with this type of setup on my end. I'm still hard-pressed to see how a difference would bubble up unless it's making separate connections into the CGI which are failing in a different way.

Off the top of my head, the only thing I think would cause this on the server side would be a permanently/consistently truncated client report, causing the load not be scanned for hostsvc.test status generation.
