Hobbit-alert depends?

Currently there is a depends construct in bb-hosts with a fair number of limitations. I would like to set up some dependencies in the alerts section instead. For example, I monitor ups's for estimated runtime and actual time on battery. I currently alert whenever a UPS goes on battery, and when runtime is less than 30 minutes.

I would like to alert on runtime only when we are on battery.
