As long as your Include directive covers all files in that directory, yes. I just use 'Include /path/to/hobbit-apache.conf' in my httpd.conf file.

It is possible to copy the hobbit-apache.conf file to the /etc/httpd/conf.d directory, not necessary to append it to the httpd.conf file itself.
Then just restart httpd service.

Did you append
~hobbit/server/etc/hobbit-apache.conf
to your httpd.conf (likely to be /etc/init.d/httpd.conf)?
