Those messages are what would happen if selinux was set to enforcing.

SELinux is set to permissive already and I am seeing those entries in the audit.log file. What do those mean?

Hmm... Could be an SELinux policy bug; I see the same thing on my system. If you're running with SELinux enforcing, can you set it to 'permissive' and see if it starts working?
Alternatively, are you seeing lines like this in /var/log/audit/audit.log?:
