What ID (root? xymon?) can display monitoring message?

Hello xymon gurus,I'm writing a simple instruction to display on xymon such as: /home/xymon/server/bin/bb 172.20.10.5 "status centos_hp0.testexmple green testing" I'm doing this as user xymon, who else can perform this test? root?
