Mea culpa. hobbit-nkedit.cgi needs write access to the ~hobbit/server/etc/ directory (it creates a temporary file which is then renamed into the real configuration file). So
chmod g+w ~hobbit/server/etc chown nobody ~hobbit/server/etc
(substitute the real group-ID that your webserver uses).
Would it be possible to put this file in a different directory (or do away with the temporary file)? This requirement would mean that the user running the webserver (or in your example any member of the group 'nobody') would be able to delete all hobbit config files (unless they are set to be sticky), which is not suitable for some environments/requirements etc.
