Looks to be text from xymonmenu.cfg. Perhaps you have a bad character in your definition of $XYMONSERVERSECURECGIURL in xymonserver.cfg.

I've upgraded a couple of my Xymon servers this week (to make sure I was seeing this issue on both) to 4.3.17. Both installed from RPMs I built, which have worked for many years. After this upgrade, I'm seeing some strangeness with the web menus. I looked at the source and see some stray code:

(and one or two other times).
I looked around and don't seem to see to be able to find anywhere in a text file that I could look to see if I could fix this. Can anyone give me a clue of where I should be looking to figure this out?
