With any decent PC you shouldn't have a problem running any distro out there (with VMWare Workstation).
Note that VMWare server is not meant for development in this case - you'll want to use workstation. But a great idea!

Have you tried creating a virtual environment? There's no substitute for being able to test upgrades yourself. I use Sun's VirtualBox - another alternative is VMWare Server. If you use a lightweight distro like Debian, you could use just about any PC to run a virtual machine.
