Yes, you should make sure that mail works first. Xymon has a notification log that will show when it has tried to notify someone, so you can check that to see if the problem is in the Xymon server or elsewhere. But before you get too deep, you should log on as the user that Xymon is running as and try to send a message somewhere...

sorry, because i ask a lot of questions...!
this time i don' get an email when a status goes into critical
state.
i installed mailutils package, and nothing have changed.
but i haven't configured my mailing server yet.
do you think that i should configure it then the mailing will
take place, or i should do something else?!
